La taxe foncière sur les propriétés bâties, la taxe foncière sur les propriétés non bâties et la taxe d'habitation sont dues pour l'année entière, et établies sur la base des faits existant au 1er janvier de l'année d'imposition.
En matière de taxe foncière, sauf cas exceptionnels, (vacance de maison destinée à la location ou inexploitation d'un immeuble à usage commercial ou industriel) et sous des conditions strictes, les changements intervenant en cours d'année ne donnent pas lieu à modification de l'imposition au titre de l'année de leur réalisation.
Pour la taxe d'habitation, l'impôt est calculé en fonction des faits existant au 1er janvier; il est dû pour l'année entière, quels que soient les événements intervenant au cours de l'année. Ainsi, un déménagement en cours d'année n'entraîne aucune réduction au titre du logement quitté par plus qu'une imposition nouvelle au titre du nouveau logement.
La contribution économique territoriale CET /vs contribution foncière des entreprises CFE est due pour l'année entière par le redevable qui exerce l'activité le 1er janvier sur la base des éléments d'imposition existant au dernier jour de la période de référence (année N-2). Quelques exceptions au principe de l'annualité existent (exemple : en cas de création d'établissement, de changement d'exploitant ou en cas de cessation d'activité).
